Can the district save money by turning the heat settings down and the air conditioning settings up?

Three years ago the Board passed a policy to regulate heating and cooling temperature set points.  For heating all buildings are to be set at a maximum of 68 degrees and for cooling the minimum temperature should be set at 78 degrees.
